Aid for Poor Students to Drop in 11 States Eleven states will get less federal money for poor students next school year, while the 39 other states and the District of Columbia will get more, new figures show. The dollar changes come about for two reasons: the use of new estimates of where poor students live, and overall spending increases in the federal aid program known as Title I. Under law, the Education Department is supposed to use the most current, reliable population data available in determining how to
distribute more than $12 billion. So the agency has plugged in census data released last year, reflecting family incomes in 2000. Lawmakers in some states have objected, saying that the estimates don't accurately reflect their school districts, and that poor schools will suffer as demands on them grow. Senators of both parties have asked the department to reconsider. It does not plan to do so.
The eleven states that will get less money are Kansas, Maine, Massachusetts, Michigan, Minnesota, Missouri, New
Hampshire, New Jersey, North Dakota, Ohio and Pennsylvania, based on preliminary estimates. The other 39 states are still are going to receive a lot less than what has been appropriated by congress Within all states, some school districts will gain federal money and some will lose, as intended to reflect shifts in population. Federal spending on Title I hit a record $12.3 billion for the next school year, up more than $650 million in one year. But $18.5 billion was authorized under Bush's education law.
``It's going to be very hard for a lot of these districts to live up to the federal standards they must now live up to,'' Legum said. Schools that receive federal poverty aid and fail to meet progress goals for at least two years get assistance, but they also face sanctions. The federal money is meant to
help disadvantaged kids in reading, math and other subjects.
Said Sen. Edward Kennedy, D-Mass., whose state will lose an estimated $26.5 million: ``I, for one, am going to fight this latest Bush education cut at every opportunity.''
Bush officials say that authorized spending levels were meant to be caps, not promises, and that the federal government has never put greater emphasis on helping poor students.
Sen. Norm Coleman, R-Minn., said that his state's reduction in money is the product of inaccurate population data. He said he will keep pushing Education Secretary Rod Paige and his team ``to understand that they need to change their policy on this matter... I am determined to work with my colleagues to find a
way to remedy this situation.''
Minnesota's total stands to drop from $117.7 million to $105.6 million. Other states will see sizable gains in funding, including Arizona,
California, Florida, New York and Texas.
Puerto Rico also is affected by use of the new estimates, gaining $83.5 million.

I am responding for Dr. Blass. I, Jeff Fisher, Constitutional Progressive Liberal Democrat was present at the Palm Beach County Juvenile Court on September 22, 2004 representing David Blass and his father Dr. Piotr Blass. The judge was Peter Blanc.
I am requesting that everyone including the press to stay in touch with our legal team and with us as this dramatic story unfolds.Press attention is again crucial for the proper resolution for this child and any other child in the State of Florida. It may in fact save the life of David Blass and 23 other children. Growing Together must be closed and the people who are operating it must be reported to the world for their crimes against children and humanity.
I am working specifically on this case because I was abused as a child mentally, physically and sexually and never received help because I lived in fear of reporting it. I will not allow that to happen to anyone else.
My opponent, Congressman Mark Foley has done absolutely nothing for us. We, Dr. Blass and I requested his services alongside with Congressman Clay Shaw's. Clay Shaw has remained on the sidelines. Mark Foley has informed us that it is not a federal issue, however Growing Together has claimed that Mr. Foley has endorsed their facility. He must come out openly against their crimes against children, which have already resulted in three documented suicides, documented gang rapes and student riots, the most recent, September 20th, and approximately eight month ago
where the Lake Worth Police had to use shields to quell the riot.
Growing Together has also taken away the right of religion, (no Books of God or religious holidays), no American Flag, no Pledge of Allegiance, no phone calls or letters and no recreation, abysmal education with no accountability, isolation (torture) white rooms, physical abuse by some guards. Also there is staff member intimidating the children who is a convicted self-confessed DUI killer. Several others junior staff members are self-confessed felons and are in direct contact with these children. Mark Foley must know that Growing Together is stating, "The best parent is no parent." My philosophy and the Children's Rights Council, David Levy, Bob Graham, Lawton Childs, James Towey, Ken Eggleston and Piotr Blass and our legal team is "The best parent is both parents."
In the past we were confronted with the fallacy that the
best parent is one parent, Growing Together and the related cults have carried this fallacy it to an absurd extreme by insisting that the best parent is zero parent. In the future we will propose a Constitutional Amendment to protect parenting as a sacred right of association.
When Mr. Foley turned us down, he had sent throughout the district a flyer with John Walsh claiming he is a champion of children's rights. That is an outright bold lie.
Mark Foley picks his fights, fights that get him media attention and are easy to win or easy to claim that he doesn't have the support through the judicial system to win.I let the fights pick me. I am a true fighter for human kind. I am happy to say that I am in the company of great men who have defended mankind. Gandhi, Moses, Jesus, Janusz Korczak, Malcolm X, John F. Kennedy, Franklin Delano Roosevelt, Harry S Truman, Martin Luther King and Robert (Bobby) Kennedy are the greatest men who have ever walked on this planet. In other words, Mark Foley is the King of passing the buck instead of fighting like a man.

The legal abuses of Growing Together legal council are downright disgusting in how they are treating this child as if he were a threat to society. The person that was present today representing Growing Together is Heidi Perlett, her attitude, legal style and actions reminded me of Joseph Goebels. This is a scary revelation to think of since this is a woman who is supposed to be defending children. Attorney Barry Silver told Judge Blanc that Ms Perlett actions resemble more of being a prison warden that a defense attorney. Ms Perlett has been reported to the Florida Bar Association for her unethical actions.
David Lopez Blass was in drugged-like manner in the courtroom. His eyes were severely dilated and his walking pattern was small uneven steps that are symptoms of being under psychotropic drugs. However the courts still asked him questions under these conditions. This boy is being coerced to answer questions by staff pressure from Growing Together. The proof of pressure was that Growing Together had several staff members present in the courtroom. The best thing the court should have done is to take David into the judge's chamber and be asked questions by the judge and an independent psychological consultant.
